Tesco 4x voucher exchange

I was thinking of using some Tesco vouchers in one of their 4x exchange deal for Cafe Rouge.
However, this triggered "if it seems too good to be true it usually is" flags.
I know this worked for me with RedSpottedHanky when I did a 3x exchange (2x now), but I'm puzzled as to who is taking the loss here.
Are Cafe Rouge so absurdly overpriced normally that they can afford to sell their product for 25% of its normal cost?
Or do you have to tell them in advance that you'll be using vouchers and then get inferior quality/portions/service?

I've exchanged some of my vouchers for cafe rouge vouchers, and the only thing to bear in mind is that they can't be used with the set menus and i dont think they can be used on the cost of drinks either.

We usually get CR vouchers with our tesco points, and think they're a fantastic bargain, and a lovely treat for the occasions when we feel like going out for lunch or dinner.
We have had no problem spending them, although as above, can't be used for drinks. You can't get change from them though either, so if the bill was £20 we'd pay £10 in vouchers and £10 cash; if it was £25 we'd pay £15 vouchers and £10 cash etc. Plus I try to pay about half the cost in vouchers to help the vouchers go a bit further.
I do tend to mention that we have CR clubcard vouchers when we order though, just in case. But have never had a problem, and have eaten in about 6 different CRs.

We knew (from reading the blurb) that the Tesco vouchers cannot be used for set menus, etc. We went to the Harrogate branch and had meals (2) off the main menu to the value of £26. The £20 Tesco voucher helped to cover this cost. We then ordered the cake/coffee offer (for £3.95 each). When it came to paying the waiter attempted to charge us full price for the cake/coffee as he said the offer was not allowed if people were using the vouchers. I argued that there were two separate issues here - the 2 main meals had already been covered by the vouchers and the cake/coffees were quite separate. He claimed that the computer would not allow otherwise. After some wrangling he agreed to produce two separate bills (with the cake/coffee offer shown correctly), which we gladly paid. WHAT A FUSS.
After eating our main meals we could have paid up, walked out, walked back in again and ordered the cake/coffee offer. So why does Cafe Rouge make such a fuss and, in the process rapidly alienate the customer?
We did not present the Tesco voucher in advance of the meals as we do not wish to be looked upon as second-class citizens. Overall the meals (and the cake/coffees) were good but the nice atmosphere was spoiled by the financial pettiness.0 -
