Work Pension

A friend wanted to claim an old work pension early, he is currently 61, but they have told him he can't get the pension until he's 65. Which didn't sound right to me. Their reason was a little confusing, something about his GMP being too low, which doesn't mean anything to me.
Any pension experts know why this would be a reason for him not being allowed to take his work pesion earlier than 65. Because I thought you could always take your work pension after 55, but at a reduced rate.
