Paypal dispute past 45 days

My wife had previously ordered a hand-made item from a work at home mum on a Facebook page. We paid Paypal and the item arrived as promised. We have since ordered a further item for £17.00 on the 9th Feb, however this has never arrived. The woman who was making the items has disappeared off the face of the earth and it looks like there are many people (possibly 100) who have not received their items.
I have opened a dispute with Paypal, but have been told it has to be within 45 days. As this was a handmade item, we were expecting this to take a little while and we did have contact initially saying it may be a little delayed as she was overwhelmed with orders.
Surely Paypal have to help in this situation, especially as there are many other people opening disputes? Can anyone suggest any other course of action? I know it is only £17.00, but it annoys me that it is in her account and not mine.

45 days is the limit for Paypal.
Your only other option would be to try and persuade the card issuer (if you paid by card) and request a chargeback.0 -
