refund of charges?

Hope you can help,

Having recieved my 2006/7 council tax bill for £850 i paid £700 in May 2006, i then planned to pay the additional £150 in two payments £75 Feb 07 & £75 March 07.

i recieved a reminder for the council tax at the end Jan, which to be honest i didn't take any notice of as i had every intension to pay as above. so didn't contact any body.

Now i recieved a letter stateing a date for the period of liability 1 april 2006 - 31 march 2007 and that i am to appear in court with an additional cost of £63 addministration from the council plus £3 court costs. i phoned and asked why this was, when the period of liablity is beginning of april - end march 2007. i was told that i needed to put it in writting, but by which date the court date would have been and gone. unable to attend the court to further losses i would incure via having the day off work i paid the full amount with a view to seeing if i could then recoupe the £66 total additional fees.

Would the same "rule" about the cost of administration within banks apply to council tax?

What bothers me the most is that it's not even the end of the financial year yet!!!

Can i write and request my money back? if so how should i word it?
