remortgage advice for parents

Can anyone give advice on what's best way to remortgage. 10yrs left to pay on £14500 approx mortgage. Capital and repayment I think On current variable rate of approx 7.65%. Only took mortgage out maybe 5yrs ago. Age 76 and 60 only income from occupational pension and disability benefits. Get higher rate mobility allowance and use this for car.
