Truro.
Wages are higher in Truro as it's the capital of the county, so it has all the Council offices and the Hospital, but they do specify "city". Well, this is a city you can circumnavigate in a car in under 3 minutes - and has a resident population of about 20,000.

There are a lot of areas that are 12-20x local wages round these parts. . . Londoners competing with Londoners, you get London prices.... but not the wages/jobs.0
