Refused job due to credit - help!

Im sure this question pops up every now and then.
I was offered a job and told on Wednesday that my file checking was complete with a view of starting this Monday. I only phoned today to confirm a start time which was fine (through an agency) They then phoned back at 3.30 saying I had actually failed on the credit score. I checked this through experian and yes there is an overpayment made my housing executive when I was last unemployed and I have set up an agreement to pay this back and have done so since January.
The agency has explained this to the employer and they are willing to look into this if I can provide proof that it was housing executive who overpaid and that I have made a statement to prove I will pay it back.
I phoned the housing executive but their systems are down and so cant provide me with anything today and said they cant promise even on Monday when systems are back up that they will be able to provide such information anyway.
Other than doing everything I have already done what else can I do? The amount is only £187, but aparently the amount is not the problem, its the situation that is! (Well I didnt hold a gun to the HE head and tell them to pay me the extra!) If HE arent willing to provide the letter am I at a dead end?
Just seems silly as the company had "tailor made" this job for me and it was them that wanted me in the first place! And to go through all the last few weeks of checks and paperwork to be refused over £187 would be heart breaking! I did offer to pay the amount in full today if I thought it would secure the job but they wouldnt say yes either way!
Any thoughts please?

You have poor credit and a history of not paying back what you owe. That seems a big deal to your future employer and they rightly have the wobbles over it.
If I was the employer I would be wondering why you can suddenly pay it all up, yet have a payment plan for £187 (!) from Jan.
Its an employers market out there, they can just move to the next candidate.

If OP is still unemployed, I think it is not unreasonable that this money is on a plan.... Agree, but it means what Experian has is correct, overpaid, cant pay back £187 and needs a plan, hence a strike against credit scoring.
