These were supposed to be repaid in 1973, 25 years+ after they were taken. There is a good chance that elderly relatives lost their certificates prior to this date.
Does anybody know if there is any chance of getting a repayment without a certificate and, if so, how?

From memory only, the (last) Post War Credits Centre closed in 1979 or the early 80s a short time after the 6 year time limit for 1972/73.
Even before it closed my mother had a couple of years’ PWC certificates but not a full set and she couldn’t get her money back despite the fact that I knew a few people who worked there.
I would say that nowadays there is absolutely no chance of claiming anything.

I also found this which is quite recent and also a phone number which rings but is unanswered so it coukld still be an HMRC valid number

I dealt with a few in 1981 - but from my rusty memory the claims were closed that year or soon after.0
