Employer removing flexitime

It goes without saying that if your managers ignore the 3/4 people issue and apply this to everyone affected by flexitime, then they risk completely disengaging their employees and having a serious impact on morale.
Unfortunately for you they are still allowed to change this, with notice, so your best bet is trying to convince them otherwise, perhaps by suggesting ways they could deal with the problem.

I've always been of the opinion that given the calibre of people we employ, we didn't need much management, now it sounds like that has changed. But it's a smallish department and I know everyone there, so I'm fairly sure it's no more than 3-4 people that need dealing with.
If management won't deal with it do it yourselves.
it must be failry obvious who the culprits are,
group meeting,
