Advice on mortgage needed, please

My mother lives in Bulgaria, she owns a property in the uk, outright rough value 200k. She has people living in it. She wants to purchase a home near us to help with young family but she does not want to sell the house she owns as that is the only form of income she has. Can anyone please advise a method that will allow her to keep the house with the people in and buy the second home near us. She is 57 has money for a deposit and the property she is after is a small two bed (money needed) around 100k. any ideas gratefully received.
