Tax on savings

This tax year, I haven't earned enough wages to pay tax.
Does this mean that I shouldn't have tax deducted from the interest on my savings?
And if so, can I claim the tax deducted from the interest?

Correct.
You need to give the bank an R85 form and they will pay your interest gross. If they have already deducted it, you have to give HMR&C a R40 form and they will repay any overpayment.

R85 are always widely available from banks/building societies

Look at http://search2.hmrc.gov.uk/kb5/hmrc/forms/incometaxforms.page for the form(s) you need.
