If you can't afford to cover the whole table in gingham table covers then banquet-roll the table and just use tablecloths (or half tablecloths) triangle-wise along the table. Or just use banqueting roll and pin some garland along the table.

You could get large sheets of brown wrapping paper, cut into big circles, fold into half and then 3, and cut out the spokes to make big wagon wheels to adorn the walls with. (A bit like making paper snowflakes, but circular)A kind word lasts a minute, a skelped erse is sair for a day.0

How about making wagon wheels out of the largest bits of cardboard you can find to lean against corners of room/edges of tables, also cardboard cactus's to do likewise and have some tumble weed (made of long grass/wool bundled loosely up in a mess) strewn about, maybe some coils of rope if you can get hold of any. American flags? make most wanted posters? with guests face on? ooooo I've got my thinking cap on now so I may be back x x x x0

My sister's youth group had a wild west party a few years ago. they got cardboard boxes and painted them with yellow paint with grass cuttings mixed in it. They looked like hay bales when they were done. Long grass would prob be better, and not bright yellow paint but straw colour. They got boxes from supermarket so pretty cheap. You could prob 'texturise' the paint if you didn't want to use grass.
They also has wagon wheels to eat.
