Community giving for debt

A quick question to throw out ... if there was a community giving scheme where, say, £10 or £20 was payable six monthly, but those who contributed could apply to have all or part of their debts paid off (subject to certain rules/criteria) who would participate?

For the record, it was a genuine throw out - I would not participate nor ever condone a pyramid scheme of any type. Nor would I ever do anything illegal or immoral!0
