Small pension pots 2012

Why is that a change in the finance act - 11A-,comming in on 6th April, allowing people to cash in a small pension pot can be totally ignored if the pension provider does not feel like changing their rules?
I spoke to a cuctomer service advisor who knew nowt so I asked for a manager and he knew nowt so the manager spoke to someone else and the reply came back. "We are aware of the change in the act but we shall have nothing in place by April 6th. We do not intend to change our rules to allow this option for now but things may change at some point in the future."
The company is Friends Life. Some friend!

    Be more specific, has the provider said in writing that they will not implement this or is it a call centre worker who has not got a clue what you are talking about ?
