Recycling old phones

Hi everyone, I know there are a few threads that offer advice on this, but I couldn't find anything about the query I have.
On a lot of the phone recycling websites they give you the option of saying whether it is working or non-working, now my question is do they charge the phones when they received them? Because I have a couple of old phones that I could get between £14-£18 for, but they don't turn on because they've run out of battery and I can't for the life of me find the chargers?
I'm worried because fonebank.com are offering the best prices on the phones I have, but their website states that the phone must turn on and off. I know they do, but its whether they charge it or not! Their price for it not working is £9, which is still more than what I was expecting.

Also is it really worth spending the money on special delivery if my order only comes to £20?

I don't know how they check it tbh.

I do know that the last time I used my old phone, it worked. So I sent my phone away as 'working' and got my money paid a few days later.

And I didn't send mine special delivery, it was only worth about £9 if I remember correctly, I wasn't spending £6 on delivery
