Try blag a donation off your local Tesco from their charity/local member of staff, usually someone on Customer Service Desk.
I know our store gave a £20 donation to a local nursery today just by them ringing up and asking if we could do a discount on 55 eggs.

Lidl had some largish bags of small solid chocolate eggs earlier in the week I think the bag cost £4.99 not sure of the weight though. Home Bargains would also be my first port of call you could possibly try their website for delivery. The only other places which would fit your budget would be 99p shop, Poundland, Wilkinsons etc. I know that Home Bargains recently had small chocolate Lindt teddy bears for 10p but I have not seen them for over a week or so.

I was in Tesco yesterday and loads of the Easter eggs were half price. I didn't see many people buying them.
