blue badge holder parking fine appeal help!!

Hi,
Please can anyone kindly help me make an appeal on behalf of my disabled father.
He is a blue badge holder and parked in a loading bay. The loading bay where he parked had no road markings indicating that it was an actual loading bay and the sign on the lamp post was two shops away from where his car was parked.
I have tried to make an appeal on his behalf but have been told that it is not a legal requirement from the department of transport to have every single bay road marked.
I feel that this is really unfair! We are supposed to be looking after the elderly, vulnerable and disabled people within our society but it seems the council and government are making it far more hard to care for such people.
Had the road have been clearly marked then i believe this error would not have been made.
Please help me fight for my father and the disabled people in our society x

Council ticket?
Start a new topic on pepipoo forums as they get most people off most Council PCNs. Read a few threads first and the FAQs 'how to post pictures'. Start your thread only when you can show both sides of the PCN and the rejection letters for starters:

It reads as though yours was a proper PCN from a Council but just in case:
Private ticket, such as in a Supermarket car park? Ignore it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
