Unpaid CCJ now wants a charging order

I have a CCJ to my local council for unpaid school dinners it quite hefty and I'm supposed to pay £20 a month. I've not paid it for 3 months and now I've received a letter saying they want to go for a charging order.
I forgot to pay the CCJ so have no excuse really and when I realised, I didn't have the money to catch it up and was too embarrassed to call.
Can they really do the charging order if it's a joint property and the house is in mine and DH's name? The debt is only in my name even though they're our children.
Can I ask them to do an AOE? It'd really help us. I'd be able to budget better because it would already be paid by the time I get paid.
I'm really scared to phone in case they shout at me and sod's law I received the letter on Friday after college when they're already closed for the weekend, so it's been playing on my mind all weekend.
Any help gratefully received.

I have and from what I can gather they shouldn't be able to get the charging order just a restriction but I wasn't sure if this counted because technically it should be a joint debt because they're joint children. I just wanted some more clarification really and if 'I' could request they do an AOE because it helps us too.0
