NHS, travelling rules

Hi, just a question about travel rules with the NHS. A friend works for an NHS trust and claims travel expenses to visit patients. She has been asked to work at another area, to clear their backlog, which will involve a 1 hour+ drive each way.
She has been told that her working day starts at the same time so she will have to travel in her own time, I understood that if you worked away from your normal base you started work when you left home. Which is correct?
Also she has been told to deduct her normal miles fro going to work from her new miles before she claims travel expenses, is this correct.
Any help would be appreciated.
TIA
