in Cutting tax
If my property is exempt from council tax becos I am a student, but then a working lodger moves in, of course it will become due. But who would be legally liable to pay this, me or the lodger?
(I suspect it is me so I would have to set the price high enough to cover this, or find a student lodger!)

as you know lodgers "count" towards the number of residents for CT purposes
in answer to your Q they do not come above the resident free/leaseholder/tenant in the hierarchy, even if you are yourself a disregard because of student status. Liability for CT remains with you so the bill will be in your name, but assuming only the 2 of you in residence then it will be for 75% of the charge given your own disregard - you will of course need to claim/remind your council of this status

I agree with 00ec25, you're in one of those odd situations which creep up every so often where a student is the one responsible for paying the council tax charge.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
