They are not illegal and do not need to be proportionate either.
In the past, a number of lenders moved initial costs to the backend but then started to increase them. The FSA ruled that they could not increase them beyond what was on the contract without FSA permission.
Since then the fees have been used to reflect what they were designed for originally. This is part of the reason initial charges also increased again.I am an Independent Financial Adviser (IFA).
