Council tax possible wrong banding

Recently moved house and I just checked using Martins solution for checking

We are in band D. I checked lastest price as of August 2006 (mine isnt showing yet on netprices paid almost 150k. House on netprices last shown was 156k. I entered that into house prices page along with 1991 quarter 2 and it said

Results:-
A property located in UK which was valued at £156,000 in Q3 of 2006, would be worth approximately £51320 in Q2 of 1991.
This is equivalent to a change of -67.1%.

But the VOA has a question mark after the D is says

Band review pending indicator
When a property is improved (e.g. an extension is built), legislation prevents the VOA from increasing the band code of that property until there is a “relevant transaction” or a general Council Tax Revaluation. The “relevant transaction” can be a change of ownership (including a right to buy purchase), or the granting of a lease for a term of seven years or more.

The indicator shows that a change has been made to the property, which has not yet been reflected in the band, so it may result in the band being increased when, for example, the property is next sold
What should I do as its slightly below the D threashold and I am on a low income as it is.
