I thought VRM was vehicle registration mark. Can't tell you what the offence code is but two thoughts occur.

    1. Do you have a non standard number plate (IE non photographic)?

    2. Is the registration number on the tax disc the same as the number plate? And the same as the the registration document?

VRM = Vehicle Registration Mark. When a motor vehicle is on a road (including footpath, and even grass if maintained by the council as part of a road), the number plate must have a British Standards kite mark, the letters and numbers have to be within certain size tolerances, they must be vertical, they must be black on the correct colour background, the letters & numbers can only be seperated in certain places and they must not have anything that is attempting to "blur" them so that they are more difficult to see.

I presume that you have a personalised plate of some description?

PS The offence is committed by the displaying owner/driver, not by the person who makes or sells the unlawfyul plates.

Er, no! After all, people don't know that you just parked it there - you could be doing a bank job!

    I think NigeWick covered it

And have it towed away by the council as a derelict? I should perhaps leave the FPN on the screen until (not too long) you get lawful number plates because there are other possible offences. Can't you get it off the road until you're sorted?

Somebody has now taken an interest in your vehicle. If it were me, I would be looking out for further offences with regard to the vehicle and the driver/owner. The reason being that where there is one, there is often, enough more offences that would make further enquiries worthwhile.
