does anyone know any websites where i can print off change of address
cards/letters for free.

not really sure what your after? the wording so you can print at home?
or the actual cards printed and posted to you for free?

avery do free busienss cards that are quite big and would work as change of address cards for you to print on at home, their samples have been posted here a few times as quick search and you'll find them,
If it's wording your looking for to print your own try here.

If you want someone to print & post them to you free of charge for you to send out, i can't help you there sorry.

as an asside, if you haven't moved yet check out http://www.iammoving.com/ they tell all the companies, banks etc that your moving, free xx (save you printing anything)
