Help please re Ordinary Civil Bill

Last year OH had minor bump in my car. (Originally asked advice on here https://forums.moneysavingexpert.com/discussion/3346398).
Long story short, I received a letter yesterday from a solicitor with an 'Ordinary Civil Bill' attached asking for £7,500.00 plus expenses.
I believe our car insurance hasn't paid out on the original claim and the 'injured person' (bad case of compensationitis) is now trying it on with us. - There was only minor scratching to the cars and other 2 people involved have no injuries.
Basically can someone please tell me what an 'Ordinary Civil Bill' is and how next do I proceed. I've checked my car insurance and it doesn't have legal cover included (will ring them tomorrow morning for advice also). I assume I need to get a solicitor to handle this for me?

Forward this letter to your insurance company. this recently happened to my friend and all claims regarding the accident are the responsibility of the insurance company.0

Do you notice how companies and legal firms seem always to send letters out in and around Friday/Sat.
Thats to freak you out over the weekend and panic you into phoning them monday morning.
you paid insurance . let them deal with it and put it out of your mind forever.0 -
Pass to your Insurers asap by email/fax and ring them to make sure they received it. They will need to action this asap.0
