Annex Being Charged Seperately for Council Tax -Advice

Hi all,
We have a small holding, which comprises of a farmhouse, land, three barns and a converted barn -'the cottage'.
The property is not split in any way on the deeds -i.e. all the above, including the cottage, are regarded as one property by HM Land Registry.
THE PROBLEM:
The cottage is being billed seperatey for council tax.
It seems very wrong indeed that it should be regarded as a seperate property for council tax purposes, yet is not so regarded on the deeds.
My Mum has always paid the seperate council tax charge without question; haing recently realised she was doing so, I am now trying to investigate whether or not this seperate council tax charge is in fact correct.
Any help, advice or thoughts on this issue would be greatfully received.

Thanks for that -I had searched the net, but didn't come up with more than the 1992 statutory provision, so it really was very helpful indeed.
It confirmed what I thought might be the case, but has also given a glimmer of hope for a reduction; we can now argue that the banding is not appropriate and hopefully get the cottage reduced to Band A (the smallholding was band E and the cottage
