Small Claims Court England if you live in NI

I purchased an item on ebay for £20 and paid by paypal.
The item was faulty, the seller was not very helpful.
So I make a claim by paypal posted the item back and was refunded.
This happened a few weeks ago, and now the seller is contacting me. Saying that they are looking to get their solicitor to take me to the small claims court.
I live in Belfast the seller is outside London.
If they go to the small claims court is in Northern Ireland or England?
Also am I correct that they would have to pay their solicitor fees.

Solicitor's cost cannot be recovered in the small claims court. Also you can request a change of location - preference is usually given to the defence.0

I would be shocked if it even went that far seems a little OTT for the sake of £20. Has solicitors got involved yet or is this just the seller emailing you? Sounds more like a scare tactic than anything?!Life is what you make it.0

If they do file an application for it to be moved to your local county court.
Add paypal and e.bay in as defendants

Said person is talking rubbish. You do not need a solicitor to take someone through small claims - it is something that can be easily done yourself0

You can use a solictor in a small claims court, but it is not expected that you should. The small claims court is still a court of law with all the formalities of a court, like being sworn in etc, but unlike a high court where not having legal representation is frowned upon, not having legal representation in the small claims court is totally normal. Afterall the whole point of the small claims court is that it provides inexpensive access to the settlement of disputes in matters concerning relatively small amounts of money.0

The only difference is you can't recover costs.0
