Tax code help!!!

Ive worked for my employer for 8 years,always been on correct tax code ect. Went BR june 09 was nil tax code until April 2010 and moon beaver had all the money.
Now ive had a letter from HMRC stating my tax code for this year is 517L because of an under payment for 09/10.
my tax code is currently 747L and before that 647L .
Is this to do with my BR at all in 09/10?
letter states
Income: £13551
personal allowance 6475
Tax chargeable on this amount £7076
(basic rate @ 20% on £7076 = £1415.20)
tax chargeable = £1415.20
Tax under payment £ 586.40
YouR tax code for 2012/2013 is 517L
how we worked this out
personal allowance £8105
underpayment restriction - £2932
= a tax free amount of £ 5173.
HELP!!

I was on hold for over 40 minutes just to speak to someone at HMRC but it's worth it to get it sortedFeb 2024:

Total £30,567.920 -
They are till 7 or 8 at night so try later on in the day and not at peak times and you have probably got more chance of getting to speak to some one.0
