I have an account from 2009 on my credit file with an Arrangement to Pay warning. Is this worse than a default? Or just as bad?

Some lenders would probably consider it as bas as a default. Others probably not quite so bad. Its not worse than a default, as its a marker to show that you had a short term problem which you addressed and came to an agreement with your lender.
