cheapest 5 year fix with portability

wondering if anyone can beat my brokers 5 year fix rate from northern rock. it was a fee free (90 completion/admin charge) rate of 3.99%. i owe 68,500 on a 100k property, so over the 30% threshold.
was looking to pay it off over 11 years and i think he said the payment was about £640 a month. i have a great credit history, and earn a base salary of £27.5k a year
im just a little bit cynical of brokers, even though he was recommended
edit: i dont mind paying a small fee, but 1k fees are out seen as though im only wanting to borrow a small amount - unless it works out cheaper that is!
