Confused with halifax mortgage

Hi all,
just seen this article on the sun

im on an SVR at the mo... had a letter a few weeks back saying i have had £2,000 taken off my mortgage as a 'good will payment'
will i be affected with this CAP RISE?
should i fix a deal now??!!!
think i can get it fixed for 2 years at 4% (paying 3.5% at the mo on SVR)
HELP!!!

The payment you've received is retrospective. So don't be panicked into a rush decision, there's no need.0
