If they're interested in reducing energy use through reducing heating demand of thier housing stock then they need to understand the effect of the piece meal approach.
Do you dry clothes on rad? if so this will increase your mold/condensation problem .

my RHI meter says it 60-80% in my north facing solid conc. walls in bedrooms, I've got condensation/mold forming on them when the outside temp. drop below 8 C . i've brought a dehumidifier to deal with it short term until I can EWI the north wall and balance out the N/S walls (S walls have 200mm EPS EWI/ loft 400mm quilt)
I've improved airtightness through out but yet to deal with ventalition via heat recovery ventilation unit (HRV)
so the result is I'll need to redo 2 rooms due to effect of damp and mold over 4 cold weeks .:mad:
this is what happen if you half do a job. In my situation I was aware of the risk but was unable to dedicate the time to sort it out. Like most builders , my house is always in a half done state

thanx james will have a good look, i do dry clothes on the rads in the winter(for obvious reasons) and always have done BUT i only dry my bits on our bedroom rad upstairs (not wanting to show my t-bags etc to friends /neighbours) lol, evrything is dried downstairs.. we have had canny weather for the last week so its all gone outside on the line
and it did feel a bit warmer in the house today so fingers crossed my "fridge" is warming a bit.:)
