Transferring TUPEd pension

I started out as a civil servant and was TUPEd to the private sector a number of years ago. I was then TUPEd a further two times and took my pension with me each time. Two years ago I was made redundant. I am now back in the civil service and was looking to transfer my pension back to them to keep it all in the same place.
My former employers have refused to sign a "statement concerning the equalisation of benefits" so the transfer has been refused.
Is anyone familiar with this?

Surely the only reason is that it is not compliant with the Treaty of Amsterdam in the way it calculates the benefits?Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment. Most people are incapable of forming such opinions.0 -

Yes - it is to do with that paragraph. They have been asked to sign a form agreeing "to make good any deficiency in the transfer value if the equalisation...is found to be inadequate".
They haven't actually given any reason not to sign- just that they won't. It was originally a Civil Service pension and I was TUPEd on an Image contract. Don't know if that makes any difference or not. I thought it would just be a formality to transfer.0 -
Presumably neither the old nor the new scheme is prepared to accept the contingent liability.
