parking ticket advice!!!!

Hi all,
Can anyone pls tell me how long it actually takes to write out a blasted ticket?? 1min? 2mins??
I got a ticket parked in a meter bay outside st marys hosp. as i was walking up to the car the attendant was already tapping away and i got there on time!!! infact as i stood there asking him what he was doing it then started to flash the time had expired. on tickets it usually says the degree of penalty, mine just shows the time 18:02 but these two mins only elapsed whilst trying to talk to the attendant!!
i have written to complain even giving them the blue badge number also diplayed in the car but they're having none of it..
what happens when you challenge a decision with them? anyone know??

I belive that a warden must observe your vehicle for 5 minutes while an offence is taking place (ie. going over the time limit)

I've heard that if the parking ticket hasn't been affixed to the windscreen before you drive away then it doesn't count. So in the above case, if the OP had simply got in their car and driven off instead of talking to the attendant, the ticket wouldn't have counted. Absolutely not true according to the prog I watched recently on parking attendants. In fact they were issuing tickets as drivers drove away and as those particular tickets took four weeks to arrive at their destination the drivers had no chance of getting the 50% discount for paying within two weeks

If you wish to challenge the Fixed Penalty Notice, you must write to the issuing authority whose address will be on it, before the "due date" of the ticket, otherwise they will send you an increased fine. Tell them that you refuse to pay the ticket & wish to challenge it in Court, and give your basic reasons. (Giving the reasons may just get them to send you a letter letting you off.) You will need evidence for the Court appearance. Write down everything that you can remember NOW, and date and time it so that you can say when your notes were made. If you have any witnesses who can say that you were only there for two minutes or saw the meter & etc, make sure you have their names and addresses, and they they are prepared to give evidence in Court. Then wait for your Court date.
Many local authorities and the Police will allow a driver up to ten minutes, so that the length of time will look good in Court. If your time had not expired before the ticket was started, you've got a good chance.

Thank you very much! i'll definately do that...by the way as i've already written to them and they sent me there responce. do i have to wait untill they send me the notice to owner? or should i send them a letter within the 14 days??

Send them notification that you intend to go to Court, NOW! Don't forget to quote the FPN number, date & time of alleged offence etc. The sooner you get it done the better. Also, make sure that you get a proof of posting. Personally, if they were in my area, I would hand deliver it and get somebody to sign for it. But then I'm a retired policeman and wary of people trying it on.

When you mention a blue badge do you mean a Disabled persons badge,if you are disabled or had a disabled person with you or was picking them up you do not pay in a parking meter/bay,if this Parking attendant kept you talking to issue a ticket do as Nigel says take it all the way.
I used to work in Edinburgh if you returned to the vehicle and just drove off the ticket would be cancelled but not on the zig zags,I don`t know about Parking attendants,i suppose it depends on the local authority where you are.A wise man changes his mind, a fool never will.

a lot of local authorities now have their own parking attendents and you dont get to go to court to dispute it.
you can ask for consideration but they are not as generous as the magistrates in courts and the debt can go to bailiffs etc etc. you only have one choice to ask for consideration.
I had a parking permit that had blown off the dashboard, i quoted the permit number and it covered the day i had a ticket. Salford council would not remit the fine - B$%"*ds

I can understand on a car park or private road, but if it's on a public road, traffic law must apply.

The blue badge schem does not apply in parts of London.

* The Scheme does not apply in the following areas in Central London - the City of London, the City of Westminster, the Royal Borough of Kensington and Chelsea and that part of the London Borough of Camden, bounded by and including the borough boundary, Euston Road, Upper Woburn Place, Tavistock Square, Woburn Place, Russell Square, Southampton Road, Theobalds Road and Clerkenwell Road.
* They also offer a limited range of concessions to other disabled people. These generally consist of parking spaces reserved for Blue Badge holders and some form of concessionary parking at meters in Westminster and Kensington and Chelsea after the initial period of parking has been paid for.
* If you are planning to visit Central London and intend to use your badge you may wish to check first with the authorities concerned. Details of the concessions provided in each authority can be obtained from:
I think that St Marys comes under Westminster council.
