It is called
COST
It costs money to write letters and post them and make phone calls and you are far more likely to harass someone you know will dialogue with you as you know you have the right person for the right debt.
Even the most determined stale debt shark has a budget, an amount he can afford to spend chasing someone who ignores them because they known you can not take you to court.
Now where would you spend your budget ? on people ignoring you or those writing to you ?
If that is not logical nothing is ?

got a letter from them this morning saying that "no further recovery action will be taken on this account"

Never ever enter to any dialogue with debt collectors, they have no real power in situations like this, what vax was saying is 100% correct. The debt collectors are a lying bunch of low life scumbags, it's that simple!
