council tax banding refunds

                    I recently followed your advice and made an application for a council tax refund on the basis that my property would have only been worth approx 45,000 in 1991, and I have confirmed that several houses in the vicinity are in a lower band.  I received a reply saying my claim was invalid, due to it being 'legally out of time'.  I have owned the property since 1997.  Can anybody throw any light on whether there are legal time limits to these claims, and if so, what those time limits are????
