Civil Service pay freeze - confused new starter!

Hi all, I'm currently in my masters year at uni and have been fortunate enough to be offered a position as a civil servant (national not local level department, outside of London, if that makes any difference) starting after I graduate this summer.
I have two issues regarding the pay freeze that I'm confused about, hopefully someone here will have a better understanding of it than me and can answer my queries :A
I've received my contract which details the starting salary. This is a particular salary point on the department's 2010-11 pay scale. Does the pay freeze mean that in the 2011-12 financial year, the department's salary points (and therefore graduate starting salaries) will remain exactly the same, with no increase?
Secondly, what does the pay freeze mean for me after I start work? I've been told that my performance (and therefore pay) will be reviewed every few months, allowing me to move up the salary points. Will this still take place despite the pay freeze? Is it just an annual pay increase linked to inflation that has been put on hold?
I've looked on so many websites to try and find out this information but I haven't found anything concise that detailed the facts that I needed! Thank you in advance for any help, and best of luck to everyone still looking

They will have remained the same since 2010-11.

There are not "cost of living" annual increases to the bands.
