The alternative is to use one standard off-the-shelf design. Maybe not a bad idea.
That was the idea behind the Antrim Hospital. A standard design we could sell abroad! It came in standard packs and had to be changed altered and checked, and in came Maggie and it all had to be changed again (to save money).
Problem with standardisation is that not all requirements are identical, no two sites are the same and by the time you have perfected it, the design is out of date and the regulations that it has to comply with have moved on!
People not involved, in design may not appreciate the amount of work involved in getting a major project to a stage where it can be tendered then built. Apart from statutory approvals, there are services, roadworks etc. It all has to be specified, scheduled and measured. Serious amount of work.
It also takes time and if a Hospital was needed say 5-6 years from now you would be hard pushed if you started NOW! Departments therefore have to plan much further ahead than politicians, and therein lies the problem.
