Electoral role problem

Hello. First off, apologies if this has come up before - I've done a search and found similar queries but none exactly the same.
I've been living at my parental address on and off for the past six years. I say on and off as I've lived at various temporary student addresses, so always kept this as my main address.
Then, after graduation, I lived in rented accomodation. As I thought I'd be there for a while I registered myself on the electoral role. But things change and I moved back to the parents after six months. This was two years ago, not long before the general election. When it came to voting time I realised I hadn't got my forms through so called the electoral role people and they told me I was still registered at the temporary address. Fair enough, I thought, as it was me who'd forgotten to change it. It was to late to get my forms for the vote so I accepted that and requested to be put back on the role for my parent's address and thought nothing else of it.
Then, a year ago I applied for the lucrative A&L premier direct current account meeting all the requirements, though I left off the temporary address on the application form as I had still used my parent's address as my main one. They rejected me and when I enquired as to why, it was because they had details of this temp. address. I appealed, sending in all the address proof they required and I still got rejected. I thought this was just the A&L being fussy b*ggers and left it at that.
Anyway, I recently applied for a Tesco Clubcard Plus account, having not applied for anything other than a savings account since the A&L saga. (I was out of the country travelling for a while, but still using the parental address for all correspondance. I got back about ten weeks ago.) They rejected me saying they hadn't been able to confirm my address history. As I hadn't requested the credit option for the Tesco account, I am a bit mystified. As far as I know, other than the address fiasco, I have a good credit score. I am really beginning to wonder if I am on the electoral register for here and will call my local council tomorrow. But if I am not, is there anything I can do to backdate being put on it, as it seems for the past two years I have still been registered at the temporary address.
I am doing okay for money and have ample savings to support me until I start a new job next month, and I wish to open a new current account (preferable the Halifax or A&L one) before I get my first paycheck. However, I don't want to be rejected again for this reason, especially as the rejections will affect my credit score.
Does anyone have any advice (smiling sweetly)?

When your parents filled in the Register of Electors form, I think that's what it called, one is delivered to every address in the country,it usually has to be returned in October, did they put you on it? If you were not register at that address they would have to write your details, it already has the names of those registered. I suspect they just ticked the box which says the details are correct without adding you. Contact your local council offices they will tell you how you can get on the Electoral Roll.0

Hmmm, thanks guys.
I just called the local Electoral Register people, and it turns out that I am definitely not on the register here. I guess my parents didn't add me to it (grrrr, thanks mum and dad), and I wasn't added when I called them about my voting forms either. This just gets better and better. So now the earliest I can get put on it will be April! Argh.
Does anyone know if I would be accepted for the Halifax 6ish% current account if I applied now, given that I already hold two savings accounts with them and have been a customer for about 2.5 years? I thought as I was already an A&L customer they would accept me but obviously not, so I don't want to go through the same process with the Halifax! Are they as fussy as A&L when it comes to address history?!
