The civil case was adjourned because the claimant hadn't accounted for all his claim, the court has instructed him to file his witness statement. There's no directions for me as a defendant if I'm allowed to file a witness statement.
How do I go about submitting a witness statement? Do I need court permission?

It is completely incoherent. The OP seems to be talking about at least three separate cases, one in which he is claimant, one in which he is defendant, and one where one party has died.
