Advice Required - Issues at work - University

Any advice would be appreciated in relation to my situation at work.
I work in a university in a project role. I have been really stressed due to the situation at work.
The project that I am responsible for delivering has been provided funding for a part time admin assistant. I have learnt that the money has been used by another service within the University, who have no real role in assisting me in this role.
I am worried about not only the ethical factors in relation to this, but also the fact that I have had to basically do all the work in the project with no extra recognition. I have mentioned this but have not done anything formally. In my job description it did say that I would be responsible for supervising this member of staff.
I am on a low pay, and also have taken the job fairly recently and am worried about what would happen if I undertake the formal processes and as you can understand getting another job is quite difficult at the moment, due to the employment situation. Also I was speaking to a friend who said that this happens regularly in public sector roles, but I feel that I am being used and wondered if any one had a similar situation or could provide any advice.

not really sure what you are trying to achieve or what you think they should do, and indeed not sure what the ethical issues can possibly be.
At the end of the day, in business and in government, these things happen. I have a budget for a department manager who would report to me. I dont have that manager, as we have not hired him/her yet. I pick up the slack, it is life. Recognition is not really a right either. (even though we all like it occasionally) but raising a grievance over what you have said here seems like an over reaction or a disaster professionally. If you want to get on, you need to show what you are capable of under pressure, not raising grievances.0 -
I think you must be mad to even consider a grievance in this situation, those of us that work in the real world are just having to accept that having a job in the current climate is a luxury and with staff and budget cuts you need to work harder. You need to just suck it up, get your head down and put your energy into getting through the work.0
