I apologise if this is in the wrong place, please feel free to move.
I have debt with a catalogue that i am struggling to pay but they wont accept the payment that i'm offering, they know that i am in difficulties financially.
I've offered £20 per month which isnt alot but i've got more going out than coming in at the moment. However they are telling me they will not accept any less than £70 per month. So now my account is in arrears.

They are not obliged to accept a formal payment plan at that amount, but they should not refuse the payments completely. You need to keep paying what yo can afford regardless of what they say they will or won't accept.
Put offers in writing.
