Notifying HMRC of changes

Evening Everyone,
I have been trying to get through to the HMRC a few times a week over the last fortnight or so, but have got to about 10 minutes on hold and given up each time.... Hopefully someone here will know the answer.
I have started SE this year which has already been notified to HMRC - I have my UIC number and have kept documentation. This SE is secondary to my main PAYE employment.
Promotion in my PAYE employment means that I am now entitled to mileage allowance as I am in a different office each day, so I am recording the mileage from my "main" office to the "remote" office as I get a responsiblity payment but no mileage payments. I have yet been able to get through to the HMRC to notify them of this change and I officially was promoted during the last week in January.
Is there a better way to notify them of this, or do I just include it on my SA for the year end 5th April 2012 (or whatever day it is this year)?

there is no obvious reason why you need to tell them of your promotion
after year end you would make a claim for the tax relief on the mileage
as you are already registered for SE them you can put those details on the SE form0 -
