Misbehaving sewing machine

I've got a toshiba sewing machine that to be fair is 20 years old but hasn't been used to death. It's throwing a wobbler trying to make some roman blinds, the stitches are all over the place but i don't think its a timing issue, more that the feed dogs aren't gripping well enough to carry the fabric.
I've taken it to pieces and cleaned out all the dust etc, but not sure:
1. where to oil it
2. if I can adjust the height of the feed dogs. There is a switch under the arm of the machine that appears to move them up or down in position but doesn't seem to be doing much when I move it. Well - they drop down when it is set to below the throat plate, but don't seem to come up much when I set it to above. Is it possible to adjust this does anyone know?

Have a look at this list and work your way through it. I presume when you say you've taken it apart and cleaned it out, you mean you've taken apart the whole bobbin mechanism? If not then that's the first thing I'd do, being clogged up with lint (that you might not be able to see easily) would stop the feed dogs from moving your fabric along.
If none of that works then it might be that the feed dogs do need adjusting, there's an article about doing that here.0
