How do I appeal my council tax banding? Confused, help.

Hello,
I've recently moved into a flat which I believe to be banded too highly (Band D). I've done the research and feel I have a good case but I'm struggling to find how to go about doing it. I thought it could be done online but the only link to this on the VOA website isn't working. So does that mean I need to fill out a proposal form instead?
Having obtained a copy of this I have some questions around this too:
For my reasons for the proposal should I put as much supporting evidence as possible or do they only need enough to give cause for them to investigate. (Basically do I have to fight my case as such or will they only need enough evidence to start an investigation into my appeal and they will do the rest?)
It asks what band I think would be more appropriate. I think it's borderline B/C but I'm not the professional here so i don't know. So if I put B and they disagree will they leave it as a D or might they comprise and say it's a C? Or if I put C and they believe it to be a B will they just make it a C?

The more evidence you provide, the quicker the VOA may be able to reach a decision.
Whichever band you choose the VOA is duty bound to ascertain the correct band for your home be it B, C or D. However unless there is overwhelming evidence which in your opinion supports a Band B, it is more logical to ask for Band C.
Forgot to add, house price indices tend to undervalue on 1991 prices.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
