Marston debt but don't know what it is

I got a letter from the Marston Group today that reads as follows

offence: refuse / neglect to comply with or contravene a pr. o9/12/2011

then t has the amount of £535 with another £115 added on to it

And then it goes on to say that I have 7 days to pay the full amount or further costs of £215 will be added.

I Have phoned them up and they are unable to tell me what the debt was for or even when the court date was that resulted into them having this.

But they said I still have to pay it, now I don't know about you but I have my reservations about paying anything when I don't no what its for.

Now After doing a bit off googleing I found out they they are otern used for council tax payments.
My council (shepway) got a attachment to earnings order 4 months ago and because I am on JSA they take £3.40 a week

Even this debt I am unhappy about because when it came up I offered to pay them £200 a month and they refused and insisted on having it in 2 payments (this was November 2010) to witch I couldn't afford and then in January when I lost my job and we still had not come to a arrangement, I could not afford to pay what I owe and then came the resulting attachment to earning order.

Any way I am really worried about this as I don't no what it is for and if it is for the council then I thought I was paying for it.

Has anyone got any advice
