Help please, prize not arrived

My mum won an android tablet in Sept with the Daily Star. It has still not arrived and they are fobbing her off: last week they were in the warehouse this week the supplier is going to ring all (20) winners. I am not impressed. the text entries were expensive £2 a go and I have realised she spent quite a bit. I know she can complain to the IPM but is there a specific org that regulates text competitions - surely if she isnt going to get her prize then everyone who did the comp should be refunded. I have tried shaming them on fb/ twitter but they ignored me.
