Can you recommend a bank account that accepts people with poor credit rating

Hello;
I have a poor (or propbably worse now) credit rating, due to a large amount of debt and being unable to meet repayments in recent months. I am planning to start an IVA.
I have been advised by the CCCS to change my current account, since I have debt with a linked bank (Lloyds and HBOS).
I have tried to open an account at nationwide and another bank, and been refused both times due to credit score.
Can anyone recomend a bank that will open current accounts for people with poor credit scores and / or defualts on their record? I am not looking for any overdraft facility, but I am looking for good internet banking and being able to arrange payments online etc (must say lloyds online banking is very good).

Natwest's basic account.
Pretty much any basic account I would imagine.
