usc have changed policy for returns&exchanges

USC have changed their policy for returns and exchanges on sales goods-we can not have an exchange or a refund anymore which means that a gift recieved will also be excluded as no proof of purchase or date of purchase will eb available in most cases.They did not bother to tell customers shopping during the sale and expected customers to rely on a small notice on the tills -what about those who cannot read, or see?the reciept does not mention anything other than changes have been made to sale goods policy.Is this allowed, i tried ringing their head office but they are most unhelpful and dont really care.
