Can't read CDRW's

Hello, can anyone help.
I'm using Windows XP Pro SP2. No matter which CDROM drive I try, I can't read Re-writeable CD's that others have created - though I seem to have no problem reading pre-recorded CD's, or DVD's, or reading or burning DVD-RW (I haven't tried DVD+RW or burning CD's).
I've also tried using a CDRW drive that definitely worked okay on someone else's computer - but it doesn't work on mine. Like all other drives, it reads CD's but not CDRW's.
When you put a CDRW in, the OS recognises that I've put in a CD, but it thinks that it's blank. And afterwards, that particular drive won't read any other media until I reboot the computer.
I've tried both USB and IDE drives, either way they behave the same.
Any suggestions? Thanks.

Yes I can read CDR's.
But I still can't read CDRW's, even using drives that have worked fine with other computers. Any suggestions? Thanks.

Aha! Thanks to albertross, I'll investigate that.
I have had no difficulty reading DVD-RW's that I've created on the same computer. Also, my stand-alone DVD player has no difficulty navigating the folder structure and playing the audio and video files that I put onto DVD-RW's.
I've tried burning CDRW's using Nero, it recognises the blank disk but once I've chosen my files, the "burn" button is blanked out - like I say, I don't have that problem with DVD-RW.
I haven't tried burning CDR's yet but I have no difficulty reading CDR's created by other people.
But the main problem I'm concerned about is not that I can't create my own CDRW's - it's that I can't read the ones created by other people. I don't know what hardware is being used to create them yet, but I believe they're being created using a standalone audio CDRW recorder.
